The ever-present Israeli planning and building
administration, belonging to the Israeli Civil Administration (which
oversees the Israeli occupation of the 1967 West Bank Occupied Territories)
has given notice to 18 Palestinians from Barta'a al-Sharqiyya in
Jenin for 8 homes and 17 stores to be evacuated, as they shall be
demolished.
According to information gathered by
LAW, in the early hours of Friday (December 13), employees from the
planning and building administration, protected by Israeli forces
went to Barta'a, gave 25 notices to 17 residents, notifying them
that their structures - houses or stores - in the Israeli area "C"
(under full Israeli civil and security administration) would be destroyed,
in accordance with the Oslo agreements, signed between the PLO and
Israel.
The 8 houses and 17 stores have been in place since 1990. During the Intifada, and the increasing poverty Israel's response to the Intifada has caused among Palestinians, many were forced to build upon these houses and structures to accommodate families and businesses, while the planning and building administration consistently refused to grant licenses for building.
On November 11, 2002, the planning and building administration handed out similar notices. At that time, the affected civilians turned to the Israeli military courts in Beit El their lawyer was able to extend the warning until 24/12/02, except that representatives from the planning and building administration returned on the 13/12/2002 to again notify residents to evacuate their homes and stores.
The following Palestinians are being forced to evacuate their homes and stores:

3. Hashim Qabha, one-storey home
4. Walid Habayib, two-storey home
5. Falah Qabha, two-storey home
6. Majdi Qabha, one storey home
7. Mustafa Qabha, one storey home
8. Jamal 'Amarneh, two storey home (ground floor used as commercial store)
9. Mohammad Kabaha, two storey commercial store; one storey commercial store; one storey commercial store; sewing factory, two stories; car- garage, one storey; equipment store, one storey; metal smithery, one storey; aluminum workshop, one storey;
10. 'Abd al-Hamid Qabha, commercial store
11. Fadel Qabha, commercial storey, one storey
12. Anwar Qabha, commercial store
13. Kamal Kamil, commercial store
14. Nail Qabha, commercial store
15. 'Abd al-Fattah Mir'i, commercial store
16. Khayri Qabha, wood-processing store, one story
17. Yassir Qabha, sewing factory
18. Mohammad Kabaha, olive-press
